try starting the computer in safe mode and running an antivirus
Using a bootable device with a virus scanner on it.

I’ve been working on Pc’s and Macs for 12 years and NEVER seen that message.
I’d think that message was a straw man, and you need to scan for spyware.

If your sure its not a hard ware or heat related problem which is most often the case and you cant get into safe mode or use the repair /help utilities from your windows install disk to repair your boot sector and registry( when using install disk your cd drive must be set to boot first in bios) then many anti virus programs allow you to make an emergency boot disk.If you didnt make it allready then gain access to another computer and down load their program to 3 1/2 floppy (have a bunch of floppies handy, you may need a lot of them) set boot to floppy A: drive in bios put in1st disk and follow instructions and if this doesnt work you may have to wipe the drive ( format) Use the manufacturer of the hard drive soft ware to do this from your A: drive! Then re-install your os .If its windows you may have to recertify but that wont be a problem if your soft ware is legal
