You have to start holding down the accerelate button just when the two is about to go away on the count down.

2 (Press it just as the end of this!)

GO!

and you will have an awesome boost!

This performs a boost as the race starts, very handy for getting the
advantage straight away. To do it, at the opening count down (3, 2, 1, GO!)
press and hold Accelerate as the hand is pointing at 11 o’clock on the
SECOND COUNT. If done right, you’ll get an awesome boost start. Takes a bit
of practice (the margin between a Rocket Start and a Dud Start is quite thin)
but once you’ve got it it’s an invaluable technique.

During the countdown, wait for the 2 to begin to disappear and then hit go. If you do it right you’ll get the quick start. Good Luck!

Hold A just after the 2 disappears on the countdown. Annoyed the hell out of me trying to figure it out!
